In short, they couldn't do anything about them. Also not having cars that have been enabled through a patch on PC would also not be seen well. Why would Fiat allow cars by Lancia and Alfa Romeo to be in the game, but wouldn't allow Fiats, doesn't makes much sense to me when Fiat is the one who owns those brands and I'm pretty sure that licensing Lancia and Alfa Romeo needs to go through Fiat, though I could be wrong.Yeah, and a re-release of a PS2 game that have been already released in all regions wouldn't have been seen well. Also, I don't think licensing is an issue here - the game has Alfa Romeo and Lancia cars which are brands that are owned by and belong to Fiat.
BTW, I don't think these cars are leftovers, I'm pretty sure that they were intended to be playable in the final game. They can patch a PS2 game but they'll have to re-release it then.
